Japan: what could we have done?

What could we have done to prevent the terrible disaster in Japan?

One thing that came up as I pondered this was the idea of triggering a controlled and much smaller man-made earthquake (or a series of them)  along the critical fault line area, just enough and just in the right spots to preempt the build up of a massive event.

It’s like weather engineering for agriculture applied to fault-line maintenance.
